  2.  @jmhorange  US has been giving materiel from their own stockpiles. The money the Congress then passes goes to fill these stockpiles. US industrial base is much weaker than anyone could have imagined and they have had very serious difficulties filling their stockpiles. Now, with the Gaza War, the problems are even more acute. So that was behind my forecast. That and the domestic political situation in the US. Republican voters are against supporting Ukraine. They feel the money should go to help domestic problems.
