  1. Why does everything has to pay for itself in the US? Do highways pay for themselves? Airports? Public schools? Economic theory differentiates between profits and social goods. HSR may not be profitable but it is a social good that can be utilised at a lower cost, is more environmentally friendly and offers a lot of capacity absent of weather.
