In 1994, the United States, along with Russia and the United Kingdom, signed the Budapest Memorandum on Security Assurances, in which they made several promises to Ukraine, Belarus and Kazakhstan, who were giving up their nuclear weapons inherited from the Soviet Union.
The main promises made by the US were:
To respect the independence and sovereignty of Ukraine, Belarus and Kazakhstan, and not to use force against them.
To refrain from the threat or use of force against the territorial integrity or political independence of Ukraine, Belarus and Kazakhstan.
To refrain from economic coercion designed to subordinate to their own interest the exercise by Ukraine, Belarus and Kazakhstan of the rights inherent in their sovereignty.
The Budapest Memorandum also reaffirmed the commitment of the signatories to the principle of inviolability of frontiers and to the territorial integrity of States, and of the peaceful resolution of disputes.
It's worth mentioning that the Budapest Memorandum did not establish a legally binding obligation for the signatories to come to the defense of Ukraine, Belarus, or Kazakhstan in case of an attack, but it was an international political agreement which reaffirmed the security assurances provided in the UN Charter.
