Aren't these the same as what the US/UK/NATO send around the world(3rd world countries) to secretly disrupt and destroy the stabilities of societies, governments and peoples in those countries that don't want to servants and whipping boys for their benefits? I vaguely remembered they are called NGO's. So, it is not allowed in 1st world nations?
