It is a oxide of cobalt and tantulum. Tantulum is used in electrolytic capacitors (the best kind), also used in some surgical tools for its hardness. Cobalt is used in steel for high flexibility and low chance of cracking such as for turbine engines in fighter jets. It is also present as 2% in saw blades I have. It is hard and flexes and doesn't break easily compared to standard steel.
