I assume they gave the government weapons, trained the army, etc. It is odd that as soon as they left, the taliban took control so fast. Maybe Afghanistan’s army doesn’t know how to fight or is unwilling. Something similar happened in Iraq. They setup a government, trained the army, gave weapons. As soon as the USA left, various groups started warfare. ISIS formed somehow and where was Iraq’s army? A lot of weapons were capture by ISIS. ISIS was beheading soldiers and civilians. They took control of large parts of Iraq and began expanding into Syria. My guess is that these muslim countries are fragmented. There are various tribes, various religious sects. Each sect wants to install their version of theocracy. They dislike each other and they dislike the USA. They view democracy as something foreign and non-muslim. So, if the USA sets up democracy, some portion does go voting while another large portion does not since their tribe leader says no to his followers. Then, they use bombs to attack voting stations, police stations, army stations. I think the size of each fragment is near equal to each other so their civil wars last a long time. In the case of Afghanistan, the fragments are not the same size. The taliban is huge so they mostly won. The USA failed in reducing their numbers over a span of 20 y.
