  2. Of course there is not oversight in those homelessness programs. It is designed to enriched the politicians and organizers but not the homeless as a reason why politicians DO NOT want to fix it. If it gets fixed, they will lose that income stream. Actually, it is for this same reason nothing ever gets fix because its failure is an income stream to politicians and the organizers who were their donors.
