This will stop when two things happens: (1) consumers need to start a massive boycott to stop shopping in those stores that are accepting these retail thefts because they know they can put those costs on law abiding consumers. And (2) start boycotting to hold the cities and states accountable. There is a fraud case in NY because they claim that city/state lost tax revenue from his failure to pay the proper taxes. It seems like these cities and states are going after these retail organizations theft that is affecting their state sales tax and employee taxes. When criminals steal goods, that’s a lost of sales taxes. When those stolen good are resold on sidewalks, those selling those stolen goods are not paying the city/state employee taxes and those buying those stolen goods are not paying sales taxes. That is revenue that those cities and states are losing.
