  2. ‘Systematic change?’ What changed have happened so far? Did they go into black communities and ensure children have laptops and access to learning tools? Did they build any communities center that trained people for skilled jobs, financial management? Did they get at least one police department or criminal justice to reform their laws? Confused...no ridiculous.
