  2. I lived in the DMV for 10 years, lived in Maryland, worked in DC and Hampton Roads area for 3 years. I remember them paving roads annually (495-MD side- it was stupid they did it in the fall not spring after winter), expanded highways, maintaining bridges, fixed drainage problems, city/county roads were built and I thought infrastructure was something state and local governments did. But I will admit, if it snowed or rain, add an hour to an already hour commute.
