Their claim that they couldn’t find who did this is bs. IT systems are the easiest, traceable system to isolate. As a former IT, everyone who accesses government computers have a login that is tiled to their emails and printing. With this file, it is easy to find out who access it, emailed it or printed it. The system Shannon mentioned sounds like a shared drive which you can tell still tell who access it with their login. They know who it is but just don’t want to say who did it.
