I saw this first hand when I went to my state legislature to sit in and provide public testimony for different bills. The rooms were all filled with lobbyists. They got their early to sign up to provide testimony, knowing they will not get to everyone listed if it is a popular bill. Luckily, one time the chair picked names at random and I was able to speak.
