  1. No, it is not normal, especially in the city that allows criminals to get away with so many different crimes, having multiple arrest and released, but this is what they’re wasting time on? Now, let’s talk about the fraud case, where New York City is allowing retail theft to go unanswered which the city is losing sales tax revenue and the people selling the stuff on the street are not paying taxes to the city. So the whole city/state is a joke and that is why I prefer to travel internationally than to go to US major cities.
