***** IMO, even if government were perfect, there still would be the issue of culture. Who has most stuff, money over honesty, being opinionated being seen as more important than being knowledgeable etc. It's hard to judge from abroad to what degree the stereotype of "popular kids vs nerd" is a real issue, but I've heard that is a problem in UK's public schools too - one who is really learning is seen as a looser and trying to suck up to teachers by other teenage idiots. At least in Eastern and Northern Europe you can get top marks in maths and physics while still being informal leader of the class.
