I think "Ground Control" was one of the first tactical games to use squads - you only get landing party and then command it, there was also some choice (scouts or heavy hitters etc) and customisation of squads before missions. High ground and shadows gave advantages and cover, vehicles had weaker armour in sides and rear etc. Pretty advanced for one of the first 3D strategy/tactics games. But, of course, ammo was unlimited.

Have you tried games with indirect control? 1999 "Majesty: the Fantasy Kingdom Sim" is still one of my favorites. Nothing too realistic, as name clearly shows, but heroes are not under your direct command, however they can be somewhat motivated by bounties placed on hostile units or buildings. Other than that, heroes just do, what they "want", sometimes run away from fight too being scared or because of injuries.
