  1. It will not. If Russia does not experience changes of political system, it will only be a territory on the roadside of the sea route from Asia to Europe. And Russia's North will be f..ed - permafrost thawing and releasing methane, making construction even harder than now, but it doesn't really matter, as Siberia is only populated on it's Southern edge.
