This doesn't really so much show Palpatine being smart, as it does show Galaxy being populated by fools ignorant of history. There have been numerous "Saviors of the Nation" who usurped power "for the sake of protecting country from enemies" or under the pretense of "the need to stay in power to finish the reforms"  - lord Protector Oliver Cromwell, Emperor Napoleon Bonaparte, Adolph Hitler, several "presidents" in Africa and elsewhere, like Vladimir Putin, who "forgot" to run elections at all, rig elections or change constitution to remove a limit for a number of times one can be elected. This trick is really, really old, yet it still works.
