Seriously speaking, organised crime too often seems to have been a reaction to discrimination (against Irish, Jews, Italians, Chinese etc), thus some people took matters into their own hands and started to do business by their own means, by a shadowy power structure parallel to the official authorities. So, if Germans met little discrimination, they had fewer reasons to start a mob.
