@jbmcdoogle it's not always "if you don't pass, you don't drive" in Europe. Where I live, CSDD (traffic safety administration) check exaust first for emissions, while it's in process, they check lights; then brakes, then lift car up on a vibrating table and inspect car from below for structural integrity, leaks and how suspension behaves while car is shaken. Every position is marked either 0 - perfectly OK; 1 - minor problem of no immidiate concern (like some rust on an old car's structural components) or 2 - needs to be fixed. If there are no too many "2" scored, they let you go and fix that within 30 days, then check back again.
