I guess currently it's not all that hard to score higher than USA in various ratings of freedom, according to "Freedom House":
Latvia: political rights: 37/40; civil liberties 52/60, total score 89/100
USA: political rights: 33/40; civil liberties 53/60, total score 86/100
And my homeland - Latvia, is one of the poorest countries in EU and formerly was forcibly incorporated in USSR for five decades. Even before Trump came to power USA got downrated from "democracy" to "flawed democracy", Trump didn't start it, but certainly made much worse. Still, there are much more freedoms in USA than any authoritarian regime, which now tend to pretend to be democracies (like Russia and numerous others), and China is even worse than those, CCP doesn't even rig elections, they rule a single party state, that's it. I had enough experience of living in such regime, and USSR in many aspects had a milder system than China, that's one of the reasons they avoided large bloodshed (mostly, there were local incidents with numerous victims) in late 80s and early 90s, again - unlike China, taht crushed 1989 demonstrations by brute force.
