Will people be willing to pay larger taxes? Yes! Actually at least once people had voted to increase taxes on themselves (that was in Sweden) as they knew, that will provide better services for those, who have less money, they preferred to do so over saving ore money for themselves through lower taxes. Maybe there have been more such cases, I'm just not aware of it.

Paid services pretty much are social "darwinism" (Darwin has nothing to do with that) - if you happened to be born with disability, you are screwed, and so are your parents. Or one can get trauma or get sick later in life, and then the bills will drive that person even deeper in trouble. In theory, there is a rationale behind it - make sick people poor, so they will leave fewer offspring or even cutting their lives short thus making population en large healthier, so as I said - social "darwinism".
