You are confusing what they need with what they want . Russia's main problem is ambition with no real basis even if it hurts their own long term interest, which is inescapable since Kremlin in late 1990s chose to see Russia as a remnant of the former Soviet empire instead of a brand new country wtih strong anti-Soviet sense which it was for some time in early 1990s. It is against Russia's own self-interest to keep so called "frozen conflicts" on their own borders, yet they do in Georgia and now Ukraine, plus Transnistria. It is against countries and people's interest to build ineffective, insanely centralized system, yet that's exactly what was done during Putin's rule. It's against people's own interest to have an administration who lacks feedback of information due to lack of democracy, yet that's what they have and what they seem to support. Same with hostile propaganda against the West and almost all neighbouring countries, BTW, it started in mid-late 1990s hwn "democrats" ruled Russia and Berezovski was responsible for TV, even before Putin came to power, he just inflated it to absurd level.
Don't consider people to be rational beings, we are all emotional. Even economics are largely driven not by what people know, but what they believe and whom they trust.

That's not necesserily an indicator of.. well, anything, besides that they didn't score high on some test.
IQ tests were made for people living in a particular region of the globe in westernized culture. I've sen a lecture by antropologist on how silly it is to estimate intelligence of hunters-gatherers based on standardised IQ test - bushmen were asked to draw something, they didn't do well in such "test". Does this mean they are idiots? No! They live and are able to survive, where most people with no knowledge and skill would not make it, so obviously their problem solving skills are top notch. Besides, turns out they don't even have the very concept of drawing, so nobody really knows what the interpreter actually told them to do, as there is no words for "to draw" and "pencil" in their language, the closest thing to "a pencil" is a poisoned stick used for hunting.
I have higher then average IQ (a bit above 115 not all that much, I know, maybe more, as I've never filled IQ test in my native language, only in one of the other two I know), but still sometimes feel stupid. XD Actually, at times realizing, most people have lower IQ then I do is pretty scary, I'm not a genius, I know I can't cope with complex abstract concepts, so.. how do those average people feel?!

May I remind you, current Germany is largely a product of post WWII reconstruction plans, not a product of Hitler's conduct, unless you see the sense of guilt as an achievement.
That "superpower" made trucks with plywood cabins, that surprised even Russians (who themselves were not a nation with the most advanced industry at that time, to put it mildly), for one simple reason, when one fucks up relations with other countries, like Hitler did, you are cut off from resources through trade.
Still you are right in a way, unless people themselves don't start to do something, nothing will change. IMO here post WWII Japan is a better example than Germany, Japanese were starving, child mortality was insane, yet they made it and became one of the worlds strongest (if stagnating, but it's like standing on a hill and looking at others from above 8D ) economies.
As of now, Liberians don't even understand, it's not up to UN to make small businesses like barbershops, bakeries etc, which at best is just ignorance, if not plain stupidity.
P.S. On second thought, Japan and Germany were never in total state of anarchy. Even my state after WWI there were three different governments at war with each other, but at least there was some organisation.

Not whole continent, just absolute majority of it, Ethiopia being the only real noticable exception to it. And in this case, real Africans and ex-American Africans were left to their devices.
My people were also conquered during crusades, forced to change their religion, then conquered again several times by different powers, and slavery here were really abolished only in XIX century, sometimes forbidden to speak our native language, but since we are white Europeans and currently even in EU, that "was not real slavery" and "not real colonialism", right?
"..then pack up and leave without leaving any infrastructure..." How is that even physically possible? They packed up and removed roads, pipes, buildings, ports, farms etc?

I seriously doubt those Afghans and you understand "washing hands" the same way. Washing hands and face before prayer, sinple washing hands and properly washing hands are three separate stories. Have you seen pictures of Afghans with the fingernails of their left hands being.. well, not exactly clean? Not very dirty, no, just a bit stained with little brown dots.
Even Europeans got into troubles with hygiene in Southern reality, for example, during WWII Germans and Italians run into serious problems with diseases in Africa, Brits didn't. How so? Germans were not stupid, right? Brits had a strict procedure, that included covering the ..hole when it's not used, thus preventing flies from getting in and then out, which dramatically decreased chances of insects spreading illnesses.
It might by humiliating to be trated like children, but lessons must be learned, health ismore important than pride.
