That might be new in bipartisan USA, but I live in a country with 60+ political parties. P.S. Oh, BTW, bipartisan system might be one of the causes of your problems - it's not that hard to bribe bet on both sides, much easier than it is with 5-6 big forces in politics. Besides, parliamentary system instead of presidential one should be less prone to influences of a single person's whims, isn't it?
