I don't now if they are still in use, but in 1990s and early 2000s while our armed forces were still short on western made NATO standard armament, they had some Soviet WWII era pattern anti-tank rifles with optical sights on them, not exactly a sniper weapon, but 14,5mm must be a really serious anti-material stuff. And I think I've seen similar rifles in videos and pictures from elsewhere in Central Europe's ex-comblock countries.
