In Russian armed forces it isn't just top-down command, it's idiotic top-down. Like in the beginning of war, when Russians got stuck near Kyiv, they decided to dig in. A trench was dug near a crossroads, which seem to make sense - to control any movement on either road, except it wasn't that - at least part of the trench was in between two large fences, at least one of them was made of concrete, like around typical Soviet era factories and facilities (repair shop for tracktors or something like that). So the soldiers in that position were blind and unable to fight anything. Likely an officer pointed on a map "dig here!" and so they did, because "who are we, to argue with an order?"

@lalli8152 Yes, similarities with initial invasion in Finland in 1939 are absolutely insane. Back then they also sent troops with uniforms for a victory parade in Helsinki, just like in 2022. Soviets even sent a military orchestra with other units, at least this time we haven't heard of that.
