  1. What about an electromagnetic cannon / accelerator + small rocket? Maybe even a more or less traditional cannon or a fancy multi-charge one, like that from Iraqi project Babylon? Of course, like in air launched systems there is also the weight and fuel of the launcher system, but the rocket itself would be quite small, maybe there would be no rocket at all, just a payload.
