While in reality most of NATO was perfectly fine and prepared for confrontation. Furthermore all ex-Warsaw Pact countries are in the NATO now and they actually did have bulk of the power during Cold War. So while Russia is pale shade of itself and only small part of what they were. NATO realistically doubled in size, but was simply ignoring Russia giving them scraps, so they would go away.

Russians were surprised that NATO didn't disband, but generally not concerned and as history show, US was correct here. As he always wanted restore glory of USSR and was only buying the time. Something what US perfectly understand.
