The difference is that Western countries are ruled through multi-layer meritocratic council systems where president more dictate guidelines in name of the nation, rather then actually deciding on everything. While in Russia will of Tzar is absolute, even if he can't physically oversight most of things (Tzars literally believed that they rule Germany) and as such he is kept from the reality by servants (Potiomkin villages), as that is only way for them to keep they lives when country is on literal fire, as no one dare to admit that as they would be blamed and not one making decisions. Cause Tzar is absolute and no one can question his mistakes.

  3. It is worth to mention that Putin is only ten years older then Biden. We actually also do see him being confused due to progressing dementia. Look his debate with Carlson where he was talking some alternative history nonsense for a hour and not answering Carlson questions. It is exactly why we do see bizarre focus of Russian trolls on Biden old man issues. There is a reason why Zelensky was accused of taking drugs (Putin's cancer medication) or that his father was in SS (Zelensy father born after the war and ever ask why Putin speak German?). Kremlin love to reverse reality.
