To be honest most high ranking oficials Admiral Yi meet, probably deserve Darwin award. Unfortunately at time of Japanese invasion, Korean government was incredibly corrupted. And as Korean navy was more independent, Admiral at the time realized Yi talent. So he push his promotion after own retirement. What to be honest make Yi even more badass.
