  9.  @DeusVult-q3f  No. He doesn't, because they aren't. If that would be the case, you would see pictures of hundreds Western operatives in captivity, when there is only few incidents (mostly double nationality). Russia claim NATO troops to cover that they need beg Kim for ammo and people.
