  1. In short. In the past quality of water was horrible. It is why Europeans drink primarily a bear. With development of modern filter stations people were still warned to not drink water from the pipe, as in diverse Europe not everyone has same standard. And it largely stay. People still prefer to pick other options then water. To be clear European plumbing is most likely better then American. People are just more sensitive to quality of water.
