If I remember correctly, Columbus has an at-large school funding formula, so at least you can build a case for all school infrastructure and service standards to be equal. In theory. Must some schools be better? Or would that thinking drive down all performance standards? Here, I am thinking of Arizona. The funding formulas have since changed, but when schools were funded by commercial revenues within the district, there was an elementary school without a working sewer system or a library. This is bad, but it could be even worse, I think.
