@Yobbo14 Cities have social geography, with some areas having resident life expectancies of Botswana and others Sweden. You can tell a lot about a place and its people by the indexes of similarity or difference.

@TK.33 It can happen in the sense that one will trust a sure thing to happen based on observations. Things can change, though.

@GeorgePennellMartin I like to think that is not the kind of thing we have done every day. We have used humans as guinea pigs more than once, though.

@sandyb1184 You may want to have a plan for what should be accomplished by subsidies before bringing them up. In a different economy keeping people safe would not take some fuzzy extraordinary action with uncertain results.

@sandyb1184 You are making up some things that I don't even think. My point was more than throwing money at a problem without having a specific plan and measures for its success is something we sometimes do foolishly. I say that as a former bureaucrat who saw a lot of useless programs that were not what they pretended.
