Planners can only do what is not precluded by state enabling legislation, which is often subverted by business interests. People often do not want to face reality. I once lost my job because I hired a consultant to do a regional open space plan and the mapped topography of hillsides and floodplains resembled an "urban growth boundary." (I had no idea in advance, these were just the physical features.) This frightened the homebuilders, even though I took the politically neutral stance "There has to be some standard for an area that should not be developed", without recommending a standard.

Every state has disaster management plans that are done with varying degrees of participation by the military and local governments. You raise a good point. In the case of forest fires, for example there is no precedent for the damage caused by extended draught and bark beetles. There are miles of areas of dead or sick forest which are measured annually with infrared photography. The situation has gotten much worse in recent decades. These are poised to go up like tinderboxes. This was not thought of when people built homes in the forest because it had not occurred to anyone as something that might happen. It is likely that people who wanted a house in the woods would disbelieve and ignore a warning from planners for something they had never heard of or experienced. A local fire department has a few fire trucks, there is no fast capability to fight a hundred house fires at once. Often it takes repeated disasters for people to realise the consequences of their incredulity. Then the legislation and planning can change quickly, even though it is still opposed by any lobby that has been making money with the status quo.
