I suspect that drivers would take an alternate route to get somewhere quickly so these spaces may promote pedestrianism. I once heard a Chinese traffic engineer describe greater flows without regulation that work based on "critical mass." Whichever stream has the greater number of cars, bicycles, or people walking will have the "natural" right of way. I have yet to see this work efficiently myself, but he claimed that it could.
