I was a city planner for a large city. The attitude from the top was that we would prefer to have homeless people leave. They were given free bus rides to other cities.

I can see your point. Recently the Chinese business association came out in force when a safe injection site was placed in their midst. It still makes sense because that area has the high concentration of junkies. Here in Edmonton, we have incorporated 24-hour public washrooms that will be safe for the homeless into the Boyle Street community. The City has adopted a ten-year plan to end homelessness.

That would be the smart design solution, jajjfahisdjoigfe. I got to know this guy once because I walked by him several days a week. He was always in the same spot, near a statue of Jesus standing with his arms outstretched. He was harmless and sweet. (I don't mean his smell.) I started to bring him water and sandwiches. One day I saw that someone had brutally beaten him. I never saw him again. I won't forget him. Why would anyone beat up a guy like that? How could a person be that evil?

As a planner, I believed that the city belongs to everyone. After facilitating the siting of some homeless shelters, I learned that it is the neighbours who adamantly don't want them around. It was the politics of the squeaky wheel. We sometimes ended up putting them in industrial districts. This was not ideal for the homeless.

The city is like a living organism, YepIts ThatGuy. It is all connected. Some think that government should not engage in this kind of social planning. Given that every action has its consequences (intended or otherwise) not doing it is a kind of random social engineering.

My friend who also works in a shelter has told me that when there are enough people, they form their own systems of policing for protection of the weaker Iamtop. After watching some videos on the homeless in Japan, where the mentally ill are taken care of made me think that it would be interesting to study the homeless by country. I suspect that socialized medicine, for example, would make a huge difference.
