  5. I wouldn't doubt this. A lot of cities have or had great transit. If the local government didn't upkeep it then it would fall apart. That's what is happening in San Diego, Ca. They didn't keep up with it but now the city is trying to catch up and as person that uses public transit, I am glad. (:
