  1. C Dubs In Russia in 1990s the government just let it go, there was a free Internet market with practically no regulations. This resulted in one of the best and cheapest Internet system in the world. As the government started butting in in 2010s, the Internet progress slowed and then stalled. The key is the lack of bureacracy in 1990s. The Russia was a very weak state then, but at least it didn't hinder private investors to create the new infrastructure
