The guy was protected by body armour so the shot didn't stop him. How safe is 5 citizens with guns shooting back at a shopping centre going to be?

The people coming in are doing so because America's appetite for drugs and their exported weapons are turning their countries into dangerous narco-states. The lowest immigration was under Obama/Biden.
