  3. @jane In 1917, 1 out of 2 inhabitants of Kiev was Russian. By 1927, it was only 1 out of 5.6, because the Soviet regime stimulated migration from the Ukrainian countryside to the cities. Should Kiev be populated by Russians again? To de-Sovietize?
