  1. A library is completely different from a school. You're not forced to go to the library. Some people choose to go there because they want to read, and spend 2-3 hours there, not their whole day. It's perfectly reasonable to expect a library to be safe and peaceful.

  3.  @bfrancis9898  I lived in Russia in the 1990s and alcoholics and homeless people were hardly visible even on the street, and violence in the library was unthinkable. This is not the result of poverty, it's the result of shamelessness.
