  1. Because children need the presence of the adults they're used to to feel comfortable and stay healthy. A lot of times, staying with your own ausive parent can be less taxing and traumatic than being with kind and caring strangers. It's up to the CPS to figure out whether the ause is severe enough to remove the children, and being strangers who cannot know the situation exactly, they often misjudge.
