You have it Wrong too . The Brake Actuators have TWO Diaphragms each . One " Can " releases the Spring Brakes by compressing the springs , and the Second " Can " pushes the Brakes back on . Yes the Park Springs do assist , but what You said would not provide enough precision of control for an On-Road braking system . Yes , a sufficient loss of Air Pressure will have the Brakes start Locking on . The ONLY sensible default .
And further , an Air System is relatively self cleaning ONLY in the case of there being an Air-Dryer fitted . Otherwise Daily , or even more often , draining of Condensate is ESSENTIAL or Brake Failure WILL result . A technique for clearing the system out , Once a Month , is to put One Cup (250 ml ) of Methylated Spirits into the Receiver Tank (Wet Tank) , the First one after the Compressor and Drier (if fitted) , and then just Use The Truck/Bus Normally . The Alcohol will evaporate and run through the system and Completely Remove any residual moisture .
