That's an interesting approach. I've never seen it be done like that. Usually, in the US a lot of coffee shops/restaurants/businesses offer free wifi. Some may offer free and slow wifi and also have the option to pay for a faster connection, but you pay within the captive portal itself via credit card.

You would need to understand how to use a Cisco router. There are plenty of videos and guides out there showing you how to configure Cisco equipment.

I strongly suggest watching videos on how to setup Cisco equipment. That's where you will enter the configurations to setup your networks.

The ideal way is with VLANs. You will need to have a switch that supports VLANs. On the router, you assign each VLAN whatever subnet you want. You will also need to create DHCP servers for each subnet. You configure your switch by creating VLANs and assigning ports to each VLAN. You then plug in your devices to the corresponding switch ports. If you're wanting to use Wi-Fi, you'll need to create different SSIDs for each VLAN and configure a VLAN ID for each SSID. There are more automated ways of doing the wifi setup, but you'll need some sort of authentication server. The exact steps vary depending on your network equipment.

No... Subnets are network concepts. Its not something you download. You do need a router with this feature. A lot of home routers and ISP-provided equipment usually is pretty limited when it comes to advanced networking features.

He has a proxmox server from a few years ago. I strongly suggest doing some reading on how to set this up. I'm sure there are videos out there, but you have to look it up. And not trying to be rude, but if you're worried about making a secure server, you are expected to do a lot of the research and work yourself.

Sometimes you need a larger network than what you can get with a /24 (255.255.255.0). Look at it this way. If you have a school district with 12k students and 1k staff, are you really going to create 51+ subnets

You can do that, and it makes it easy. However, its pretty important to understand how to do the math to understand the concept. Otherwise, if you just use a calculator, you won't know the "why" and "how" it works.

Yes that is technically true. In reality, we don't use IP classess anymore. I think they teach it just so you understand a bit of the history but realistically we use CIDR (Classless Inter Domain Routing) notation. This allows you to create subnets more efficiently.
