You can create a recovery USB drive. Much faster to install Windows from a flash drive than with a DVD. On most modern PCs, you can install Windows in less than 10 minutes.

It should almost be, but working IT support for nearly 5 years, I can personally confirm that is not the case. There is still a significant amount of tech illiteracy in this world: from people who didn't grow up with technology and were more or less forced onto it due to their jobs to younger generations who only grew up with phones and tablets and don't understand how to work a traditional computer system.

@thekingofcool1641 I don't disagree. Its tough though. Where I work in K12 IT, students exclusively use Chromebooks except for a few Windows-only classes mainly at the high schools. So its kind of hard to teach Windows to a bunch of kids if they only have Chromebooks. We've decommissioned Windows devices for 95% of students over the past 5 years in favor of Chromebooks.

@thekingofcool1641 The decision to move to Chromebooks was made long before I started working there. I don't know all of the factors in that decision but I'm pretty sure it came down to cost, ease of use, and ease of support. Most of the curriculum and is all web based. We use Google Classroom extensively so in reality the students just need a web browser and that's where Chromebooks work pretty well. We don't have to deal with the annoying Windows issues. We can reset a Chromebook in less than 5 minutes and its fully operational (assuming no physical damage). On a Windows system, it may easily take 25 minutes to do a re-image, not including the time it takes to fully update Windows.
