Its an environment where you can practice and setup IT environments to learn. You can setup a virtual lab where you have a computer that acts as a server running different virtual machines for instance.

Do you have any computer knowledge? Are you familiar with using a computer and knowing your way around Windows? Do you know how to install Windows on a new PC and how to install drivers and general troubleshooting? If so, you can probably skip the A+ and go straight to Cisco. However, if you're not very familiar with PCs, I would start with the A+. Its not absolutely essential, but having a decent understanding of how computers and operating systems work does greatly help in understanding networks.

Yes. He's fully aware as are most of the large tech channels. YouTube hasn't done much in the past couple of years to address this issue though. Many large channels have the same issue.

Where I live in California, finding any job, let alone an IT job that pays over $55k/yr is next to impossible. IT jobs are almost non-existent in my area outside of local government and school districts and even then, that's incredibly hard to find.

Most IT jobs don't require much math past basic arithmetic. With computer networking, you will need to understand how the binary and hexadecimal number systems work to understand IPv4 (binary) and IPv6 and MAC addresses (hexadecimal). There is some logic involved with things like Bitwise operations, but it really isn't that hard to understand once you see a few examples.

Things like IT support/help desk, systems specialist/systems administrator, network administrator, server admin, etc. These jobs don't require any programming. The closest you may get may be scripting to automate things, but it isn't full on programming where you're designing and building programs.
