There are two kinds of IP addresses: Public and private. What you're talking about would just change your private IP address. Your home network has an IP address range so if you renew your DHCP lease, your computer basically asks for another IP address from your router. Usually, you get the same one. On the other hand, your internet provider assigns your router a public IP address. There is no exact way of changing your public IP as it varies between providers. You can usually do a DHCP renew through your router and you may get a new public IP, but you most likely will get the same one.

You are correct and incorrect. The router is still a host device on the network and needs its own IP address. So yes 254 address are available in this example and one of them is given to to the router. But you can technically setup a network without a router.

You would just set a static IP in the network adapter settings. It does help to understand the math behind how IP addresses work to understand what you're doing though. As long as you give yourself a static IP address that is in that subnet, you should be ok.

Not really. A lot of those use VOIP services so even if you somehow 'traced' them, they would just lead to a VOIP provider that is usually legitimate.

You subtract 2 always: 1 for the network ID and 1 for the broadcast. The router (or gateway) is still a client device technically and needs its own IP address but that is included in the number of usable address.

I'm not Chuck, but it depends on what you want to do in IT. It helps to know the basics like resetting passwords, and overall having a basic understanding of it. If you're into networking, it probably won't be of much direct value in your job, but it doesn't hurt to know a bit.

I think you have a lot more to learn before trying to tackle subnets. I strongly suggest watching a few videos on how the binary number system works and then how IPv4 addresses work.
