  1. It is the tooling and machines they'd need. Not the blue prints persay... There is a difference! Also didn't the west send old outdated tanks anyway? I don't even think the Abraham's had its depleted uranium armor. At least I remember the politicians fighting whether we should remove it before sending it. Which is why it took so long if memory serves. My guess is the engine issues never were ironed out. It is incredibly hard to make presicion parts.
