I don't know what he is saying. Oxford Solar already is making silicone pervoskites for a customer with an efficiency of around under 25% real world. Think they were hitting 28ish in the lab. They are rolling it out for NA customers I believe as we speak. Weirdly they are based in... Well the UK, and well... Oxford I think. Definitely need to get that multi junction cell with 47% effiency. One that can actually last. One day! Think that is what the best lab made cell ever accomplished.
