Ha-ha, this is what the Soviets have been doing for decades - building power stations, dams, factories, hospitals, other infrastructure in "friendly" countries practically for free, as the debts have been forgiven when the USSR disintegrated. Heck, Putin did the same last year, writing off $23 billion of African debt to Russia. The Chinese are smarter: they make a contract for building infrastructure, then they bring Chinese workers, Chinese machinery and operate through Chinese banks. At the end, they get paid for building the thing and they often become the owners of the thing. The Chinese are true capitalists, and as such they - not the Soviets - are true rivals to the U.S. No wonder Americans suddenly have become worried and started to compete with the Chinese in Africa.
